The Chicago video shows the consequence not of poverty but of familial and cultural breakdown. Gang-infested neighborhoods need a reconstruction of norms, above all, bourgeois values of self-control, personal responsibility (especially for one’s children), and marriage. If $25 million couldn’t stop Thaddeus Jimenez from shooting an innocent man, big government anti-poverty programs, such as the $ billion in New York State tax dollars that Governor Andrew Cuomo is diverting into Central Brooklyn, are unlikely to dissuade other budding felons from a life of crime either.
One of South Africa's major cause and effect of poverty is unemployment. Unemployment causes families to live in unsanitary conditions because a lack of financial means to improve living conditions. If the parents are unemployed, this can also affect how the child is brought up and what kind of education they receive. This issue has been recognized by the South African government and they have created organisations like the Expanded Public Works Program, also known as the EPWP. This program is an important gateway to labor absorption and provides income for poor families. Poverty stricken people now have the chance to receive income thanks to the jobs that the EPWP provides.

The book is called Economic Democracy: The Political Struggle Of The 21st Century. Typically on this site, I do not advertise books etc, (although I will cite from and link to some, where relevant).
